(TO ENGAGE A CONSULTANT FOR THE DEVELOPMENT OF A BLUE ECONOMY POLICY AND DRAFT BILL)

ASSIGNMENT: BLUE ECONOMY POLICY & DRAFT BILL CONSULTANT

The University of Ghana School of Law (UGSoL), in collaboration with the Department of Marine and Fisheries Sciences under the Ocean Governance, Research and Development Project (OGP), is initiating a key national effort to strengthen Ghana’s ocean governance framework. As part of this mandate, the Project seeks to develop a comprehensive Blue Economy Policy and a Draft Bill to support the creation of an integrated, forward-looking legal and institutional framework for Ghana’s Blue Economy.

With mounting pressure on Ghana’s coastal and marine environment from pollution and galamsey-related runoff to ecosystem decline and overlapping institutional mandates, the need for a unified national direction has become increasingly urgent. A clear and coordinated policy and legal framework is crucial to unlocking the full economic potential of ocean-based sectors such as fisheries, shipping, energy, and marine biotechnology, while ensuring sustainability, environmental protection, and inclusive growth. The Consultant will work closely with a team of experts to develop a practical, coherent, and nationally responsive Policy and Draft Bill that advances national development priorities and reflects international best practices.

 

The University of Ghana now invites Expressions of Interest (EOI) from qualified individuals to serve as the Blue Economy Policy and Draft Bill Consultant. The selection shall follow the procedures of the Public Procurement Act, 2023 (Act 663), as amended by Act 914 (2016), using the Individual Consultant Selection (ICS) method.

Eligible applicants must submit an Expression of Interest indicating the following:

  • A profile demonstrating experience in policy development, legislative drafting, ocean governance, environmental law, or related fields.
  • A brief outline of the Consultant’s approach, understanding of the assignment, and strategy for delivering the Policy and Draft Bill.
  • A detailed Curriculum Vitae.

EOIs must also be accompanied by copies of the following:

  • Business Registration Certificate
  • Valid Tax Clearance Certificate (up to October 2025)
  • VAT/GRA Certificate
  • Valid SSNIT Clearance Certificate (up to October 2025)
  • Current Public Procurement Authority (PPA) Registration Certificate
  • Any other relevant professional certifications
